CDT Outlines its Priorities in Comments to OSTP on National AI Strategy

The White House recently released an updated national strategic plan for AI research and development, seeking public input on national priorities for promoting the responsible use of AI that serves the public good. The Center for Democracy & Technology (CDT) submitted comments to the Office of Science and Technology Policy (OSTP) urging the federal government to:

  • Center civil rights, democratic values, and the public interest in federal leadership on AI;
  • Model rights-respecting AI practices in the federal government’s own development, procurement, funding, and use of AI;
  • Institute formal mechanisms for interagency coordination that support federal agencies’ continued leadership on AI policy;
  • Promote an ecosystem built on robust frameworks and standards for independent and effective audits of AI systems. 

These priorities are critical to sustaining and promoting U.S. innovation and global leadership on AI. The White House has also announced forthcoming guidance from the Office of Management and Budget for agencies’ use and procurement of AI. CDT and our allies recently called on the Administration to make the Blueprint for an AI Bill of Rights binding policy through this guidance, and to implement Executive Order 14091 through a whole-of-government approach to advance equity in technology policy. CDT looks forward to supporting these and other federal actions that protect fundamental rights through strong AI governance.
