CSIS – Disinformation and Deepfakes: Countering Gender-Based Online Harassment

Date: May 9, 2023
Time: 11am – 12pm EDT

The rising ubiquity of artificial intelligence and digital technologies—deepfake videos and photos, AI-generated text, and content recommendation algorithms—has created an environment where disinformation or hate speech can spread more rapidly online. However, online harassment does not affect individuals equally: the overwhelming majority of deepfake imagery depicts women, including journalists and politicians, and many forms of disinformation target the intersection of multiple identities including gender identity, sexual orientation, and race. Without modernized policy frameworks and robust mitigation tools, the dissemination of false or harmful online content could exacerbate existing gender gaps in political participation, individual privacy, national security, and civil and human rights around the world.

Join the Strategic Technologies Program at CSIS for a conversation on how governments, technology platforms, civil society, and individuals can address the spread of online gender-based disinformation and harassment. Moderated by Caitlin Chin, the panel will feature Asha Allen, Advocacy Director for Europe, Online Expression & Civic Space at the Centre for Democracy and Technology, Alejandra Caraballo, Clinical Instructor at Harvard Law School’s Cyberlaw Clinic, Moira Whelan, Director for Democracy and Technology at the National Democratic Institute, and Kristina Wilfore, Adjunct Professor at the George Washington University and Co-Founder of #ShePersisted.
