CSIS – Disinformation and Deepfakes: Countering Gender-Based Online Harassment

The rising ubiquity of artificial intelligence and digital technologies—deepfake videos and photos, AI-generated text, and content recommendation algorithms—has created an environment where disinformation or hate speech can spread more rapidly online. However, online harassment does not affect individuals equally: the overwhelming majority of deepfake imagery depicts women, including journalists and politicians, and many forms of disinformation target the intersection of multiple identities including gender identity, sexual orientation, and race. Without modernized policy frameworks and robust mitigation tools, the dissemination of false or harmful online content could exacerbate existing gender gaps in political participation, individual privacy, national security, and civil and human rights around the world.
