On Tuesday, the American Civil Liberties Union filed suit to stop the Internet- and phone-snooping programs, even as Obama’s top aides refused to answer questions about the legal rationale behind the programs, the specific mechanisms for protecting the general public from illegal intrusions or even whether Obama planned to address the American people on a topic with far-reaching historical significance.
