Testimony of Greg Nojeim before the House Committee on Homeland Security on Draft Cybersecurity Legislation

Thank you for the opportunity to testify today on behalf of the Center for Democracy & Technology.

We applaud the Subcommittee for holding a hearing on draft legislation to address significant cybersecurity challenges. Clearly, cybersecurity is a growing problem that Congress needs to address, but with a careful, nuanced, and incremental approach in order to minimize the unintended consequences, such inhibiting innovation, diminishing privacy or damaging civil liberties.
