CDT submits these comments in response to the Centers for Medicare and Medicaid Services July 15, 2011 Notice of Proposed Rulemaking on the Patient Protection and Affordable Care Act; Establishment of Exchanges and Qualified Health Plans. We have identified a number of areas where HHS should make improvements when drafting the final rule and this document details our recommendations regarding the implementation of these exchanges.
