Letter to Covered California on Its Identity Proofing Policy
Last week, CDT along with Consumers Union and the California Public Interest Research Group (CalPIRG), submitted a joint comment letter to the Board of Directors of Covered California—California’s health insurance exchange—regarding its identity proofing policy. The policy largely adopted the recommendations that the group had put forward earlier this year and included the use of knowledge-based methods to protect consumers who apply for health insurance coverage online against identity fraud. In addition, the policy provides for alternative methods to be identity proof for consumers who lack the deep knowledge base to be proofed online.
