CDT Letter in Opposition to Illinois House Bill 3280: Internet Service Provider Anti-Child Pornography Law
The Center for Democracy & Technology (CDT) appreciates the opportunity to present to the Committee on Judiciary our concerns about House Bill 3280, the Internet Service Provider Anti-Child Pornography Law (“the Act”). We share the legislatureʼs concern about the sexual exploitation of minors. This bill, however, raises serious constitutional concerns and a range of extremely burdensome technical problems. If passed, it would be vulnerable to court challenge.
