ARRA Accounting of Disclosures Requirements

This paper summarizes the origins of the accounting of disclosure requirements under the Health Insurance Portability and Accountability (HIPAA) Privacy Rule and the subsequent modifications introduced by the Health Information Technology for Economic and Clinical Health (HITECH) provisions of the American Recovery and Reinvestment Act of 2009 (ARRA) in response to the increasing digitization of patients' protected health information (PHI).
