(WASHINGTON) — The Center for Democracy & Technology (CDT) is pleased to welcome Judy Brewer and Rajesh De to its Board of Directors. De is a Partner and Member of the Management Committee at Mayer Brown, where he leads the firm’s global Cybersecurity & Data Privacy and National Security practices and chairs its Artificial Intelligence Task Force. Brewer is a leading expert in digital accessibility, and currently serves as a 2025 Executive Fellow at the Information School and Goldman School of Public Policy at University of California, Berkeley.

De has held key roles in government, including General Counsel of the National Security Agency, Staff Secretary to the President, and Principal Deputy Assistant Attorney General in the Department of Justice’s Office of Legal Policy. In private practice, he counsels global companies and boards on cutting-edge issues in AI, cyber risk, and privacy.
Brewer’s career has focused on advancing digital accessibility and disability rights. At the World Wide Web Consortium (W3C), she led the Web Accessibility Initiative for over 25 years, including development of the Web Content Accessibility Guidelines, the international standard for web accessibility, and she has advised governments and civil society organizations around the world. She was a Principal Research Scientist at MIT’s Computer Science and Artificial Intelligence Laboratory (CSAIL), and a digital accessibility expert at The Partnership for Public Service. Brewer most recently served as Assistant Director for Accessibility at the White House Office of Science and Technology Policy, where she contributed to work on digital accessibility for state and local government, voting, and emergency information, and increased awareness of accessibility and equity considerations in AI.
