Featured Panel: Encryption, Arrested: The Arrest of Telegram’s Pavel Durov for Failure To Register Encrypted Service

On 24 August, police in France arrested Pavel Durov, the CEO of Telegram, a social networking and messaging service used by more than 950 million people worldwide. Durov was charged with failure to remove unlawful content from Telegram, failure to comply with demands from authorities in France to disclose user metadata, and, importantly, failure to register an encrypted service with French authorities, as is required by law in France. What does the arrest of Durov portend for the provision of encrypted services worldwide?
