Minsoo Thigpen is a Senior Fellow in the AI Governance Lab at Center for Democracy & Technology, where she is working on tools and platforms for measuring AI fairness, transparency, and enabling governance.
Prior to CDT, she worked at Microsoft for 8 years leading the development of tools and best practices for Responsible AI development, deployment and governance in deep collaboration with research and policy teams. With her in-depth industry experience working with hundreds of product teams across companies in finance, healthcare, energy, and telecommunications—all experiencing the race toward AI adoption, she helped create AI development tools for machine learning transparency and fairness testing, generative AI safety evaluations and red teaming for both open source and enterprise use.
In conjunction with her work at CDT, Minsoo is also the program lead for the 2026 REAL ML Shift Fellowship, which supports ethical AI researchers and technologists who have spent the majority of their professional careers in technology industry roles to transition into working in public sector, civil society, or otherwise mission-driven organizations in support of human rights and social justice.
