Becca Branum is Deputy Director of CDT’s Free Expression Project, where she develops and advances policy at the intersection of free expression and emerging technology. Drawing on her legislative experience, she works on federal and state proposals affecting online speech, privacy, and platform governance. Her research and advocacy focus on the First Amendment implications of generative AI, including AI-generated content and chatbots, as well as technology transparency, intermediary liability, and effective, survivor-centered responses to non-consensual intimate imagery (NCII).
Before joining CDT, Becca served as Senior Counsel in the United States Senate and as a Law Clerk for the Senate Judiciary Subcommittee on Privacy, Technology, and the Law. She began her career at the Consortium on Law and Values in Health, Environment & the Life Sciences, where she focused on the legal and ethical implications of emerging technologies. Becca is a graduate of Boston University and the University of Minnesota Law School.
CDT and Partners Urge New York Governor to Veto the Stealth Crawler Prohibition Act
The bill would require an automated tool accessing publicly available news websites to disclose data indicating its nature, purpose, parent company, and user it serves, and, unrealistically, every possible future use of the information it collects.
The FTC’s proposed framework wrongly treats standard technical steps that are needed to train AI models, and ensure they are accurate, reliable, fair, and safe, as potential “deceptive steering” away from an assumed “neutral” baseline.
