Secret Surveillance: Five Large-Scale Global Programs

CDT and the ACLU have made a joint submission to the Human Rights Council in preparation for the 2015 Universal Periodic Review (UPR) of the US, a process that will gauge the US’ compliance with its human rights obligations. This submission draws attention to several US secret surveillance programs that have come to light since the last review in 2010. Included in this submission is an analysis of the grave consequences these programs have on human rights and recommendations for next steps.
