WASHINGTON–A fragile consensus over a legislative measure to overhaul the National Security Agency’s phone data surveillance program began to fray on Tuesday over changes to the definition of a key term, which critics said could significantly broaden the government’s access to data.
The amended bill released Tuesday by House leaders retains the support of key leaders in both parties, and is still expected to pass the House later in the week. But a sudden revolt by privacy advocates suggested the bill could lose some support and the floor debate this week will likely be more contentious.
