This bill to requires that schools and libraries receiving federal funds for their Internet access use filtering and blocking software. Though the bill was approved by the committee, Chairman McCain has agreed that before the bill is voted on by the Senate a new version will be crafted that takes into account the alternative approach offered by Senator Burns and by Senator Breaux. The Burns Amendment would eliminate the mandatory use of filtering and require, instead, that institutions have a policy about how to deal with inappropriate material. The Breaux Amendment attempts to fix the limitations inherent in some filtering software.
