Included in the omnibus appropriations act is Congress' first major piece of legislation on electronic signatures. Senator Abraham's "Government Paperwork Elimination Act" was made part of the "Internet Tax Freedom Act," which was rolled into the massive spending bill. The Abraham legislation will push the federal government into the Information Age, laying down preliminary groundrules for federal government use of electronic signatures. The bill also contains first-ever privacy provisions, included at the request of Senator Leahy, to protect the personal information of people using electronic signature systems.
