The Federal Communications Commission has issued the full text of its "Further Notice of Proposed Rulemaking" [pdf] concerning the dispute among the FBI, privacy and industry over redesign of the nation's telecommunications networks for law enforcement surveillance. So far, the FCC has largely sided with FBI claims for enhanced wiretap features, including the ability to locate wireless phones. The FCC invited public comments, setting a December 14 deadline.
