CDT's Comments to the Department of Commerce
CDT submitted these comments in response to the Proposed Rule regarding Improvement of Technical Management of Internet Names and Addresses published by the U.S. government in February 1998. CDT argued that accountability to basic human rights and individual interests must be built into any private entity entrusted with domain name assignment and management. We urged the Department of Commerce to include representation of individual and non-commercial users. These groups and human rights or civil liberties NGOs must be represented in such a way as to assure that they have substantial influence over the outcome of decisions taken by whatever domain names entity is created.
