CDT Staff Counsel Deirdre Mulligan Testifies
in front of the Senate Subcommittee on Communications in general support of the goal of the Children's Online Privacy Protection Act (S.2326), as introduced by Senator Bryan. Mulligan made suggestions for crucial amendments to avoid some of the unintended consequences of the legislation. These amendments would focus on balancing the privacy rights of older minors with their First Amendment rights to access information. S.2326 would give the FTC authority to regulate companies that collect information from minors without "verifiable parental consent."
