The Center for Democracy & Technology (CDT) is seeking an experienced advocate to lead our work on competition issues in the digital world as the Senior Fellow or Senior Counsel for Competition Policy. As both U.S. and EU policymakers increasingly focus on competition issues, this position offers an exciting opportunity to work on cutting-edge issues such as: how antitrust law and competition policy should address concerns about the market power of digital platforms; what, if any, reforms to antitrust law are needed; how DOJ and the FTC should exercise their enforcement and regulatory authority to promote competition in the digital ecosystem; and the interplay between competition policy and other tech policy areas such as privacy and free expression (e.g., data portability). The person selected for this position might also work on issues related to promoting an “open internet” such as net neutrality and some intellectual property issues. The position is based in CDT’s Washington, DC office (with remote work currently in effect due to COVID-19).
For twenty-five years, CDT has been a leading nonprofit public interest organization, working at the cutting edge of digital rights policy. With expertise in law, technology, and policy, CDT engages in a variety of strategies to enhance civil liberties and human rights in the digital age, including advocacy, public education, and research. CDT works on legislation, participates in agency rule-makings and other Executive Branch policy processes, engages in litigation, and fosters dialogue and consensus-building among public interest and private sector stakeholders. Key issue areas include free expression, privacy and data, government surveillance, cybersecurity and standards, open internet, election security, and competition. CDT is headquartered in Washington, D.C., and collaborates closely with its partner organization, CDT Europe, which is based in Brussels.
Key responsibilities include:
- Developing and executing a strategic plan with long and short-term advocacy goals for competition-related issues;
- Research and writing about the role of antitrust law and competition policy in the digital ecosystem, including advocacy material, white papers, legislative analyses, amicus briefs, and blog posts;
- Providing policy and technical assistance to Congress and governmental agencies;
- Engaging directly with technology companies to develop best practices and policy recommendations;
- Collaborating with other CDT teams, including the staff of CDT Europe, on the development of CDT’s policy positions and on cross-cutting issues;
- Bringing together technology companies, public interest groups, academics and other stakeholders to promote dialogue and build consensus; and
- Representing CDT through public speaking, leading or participating in coalition meetings, and media interviews.
Qualifications – An ideal candidate would have:
- 7 or more years of experience in antitrust and competition law and policy, with some or all of that experience related to digital markets and technology companies;
- A J.D. or potentially an advanced degree in public policy;
- Experience or familiarity with EU competition law;
- A commitment to advocating for law and policy that promotes the interests of individual users;
- Excellent verbal and written communication skills, including experience interacting with the press and in translating complex issues into language understandable to non-expert audiences;
- Experience with advocacy before Congress, federal agencies, state and local governments, European institutions, and/or US court systems;
- A keen ability to balance between reacting to the issues of the day and looking into the future to develop thought leadership on emerging issues;
- Experience in leading diverse coalitions that include public interest organizations and corporate partners;
- Strong analytical skills and experience analyzing legislation;
- Familiarity with tech policy issues and technical concepts related to the Internet;
- A principled, pragmatic, and nuanced approach to competition issues; and
- An energetic, entrepreneurial, and collaborative working style.
