CDT Submits Comments to Representative Lori Trahan on Updating the Privacy Act of 1974
On April 30, the Center for Democracy & Technology (CDT) submitted comments to Representative Lori Trahan about reforming the Privacy Act of 1974 to address advances in technology and emerging threats to federal government data privacy. Our comments highlight potential privacy harms related to federal government data practices and provide an overview of CDT’s nearly two decades of advocacy on the Privacy Act.
We urge Congress to address gaps in the Privacy Act, including by:
- Updating the definition of “system of records,”
- Limiting the “routine use” exemption,
- Expanding the Privacy Act to cover non-U.S. persons, and
- Strengthening privacy notices.
