CDT Top-Level Analysis of the Commercial Privacy Bill of Rights Act of 2011

On April 12, Senators John Kerry of Massachusetts and John McCain of Arizona introduced the “Commercial Privacy Bill of Rights Act of 2011” to provide long-needed protections around the collection, use, and transfer of consumer data.  In this paper we offer some initial thoughts on some of the key provisions in the bill.
