CDT Submits Comments to CMS On Health Insurance Exchange Rules

On Friday CDT submitted comments in response to a proposed rule from the Centers for Medicare & Medicaid Services (CMS). The proposed rule requested feedback on several topics including a requirement that agents and brokers who assist in enrolling individuals in health insurance plans receive privacy and security training.

CDT praised the continued use of a distributed model for accessing claims data for risk adjustment purposes which allows CMS to perform risk adjustment on claims without the privacy risk associated with collection or retention of the data. In addition, CDT recommended that CMS apply the privacy and security training requirements for agents and brokers to all Exchanges and not just to Federally-Facilitated Exchanges.
