CDT Reply Comments on Open-Internet

Many opponents mischaracterize the Commissionʼs effort in this proceeding as a move to “regulate the Internet,” and go on to catalog numerous harms that could flow from this supposed reversal of longstanding federal policy towards Internet matters. Incredibly, many of the same opponents then turn around and ask the Commission to make this mischaracterization a reality, by extending any rules to cover the entire Internet ecosystem. The Commission should categorically reject both strands of argument. The Commission does not, should not, and indeed legally may not aim to regulate the Internet ecosystem generally in this proceeding.
