CDT Comments to the Agency for Healthcare Research and Quality on Information Requests

CDT supports health IT-enabled quality measurement, which involves the use of health data to assess the timeliness, completeness and appropriateness of preventive services, diagnostic services and treatment provided in health care.  A quality measurement system that enables access to clinical data for these purposes must be built in a way that ensures public trust.

CDT therefore recommends that any quality measurement regime employ a distributed network model, use the minimum data necessary for a particular analytic purpose, and include robust accountability and enforcement mechanisms.
The attached document contains the comments CDT submitted to the Agency for Healthcare Research and Quality in response to its Request for Information on health-IT enabled quality measurement.
