CDT Comments to the Agency for Healthcare Research and Quality on Information Requests

CDT supports health IT-enabled quality measurement, which involves the use of health data to assess the timeliness, completeness and appropriateness of preventive services, diagnostic services and treatment provided in health care.  A quality measurement system that enables access to clinical data for these purposes must be built in a way that ensures public trust.

CDT therefore recommends that any quality measurement regime employ a distributed network model, use the minimum data necessary for a particular analytic purpose, and include robust accountability and enforcement mechanisms.
