Last summer China and Russia made an alliance for Internet governance. In December the Biden Administration announced its intention to work with allies and partners on the “Alliance for the Future of the Internet.” As the geopolitical battle for Internet control heats up, can democracies and civil society successfully push back against the efforts of authoritarian governments to fragment the global internet?
